Report: Re Martyns Law Awareness
Summary
Due to new legislation in the UK,’Martyns Law’, The British Motorcycle Federation (BMF) have added Public Liability Terrorism cover as part of their combined liability as a benefit to our affiliation with them. To help understanding, they have provided a free training resource regarding Martyns Law for our club, from the Hiscox Risk Academy (HRA).
Public Liability Terrorism cover has been provided on the basis that we understand responsibilities and manage the risks. To assist with this we as a club have to complete a module within the HRA Risk management platform, and the following link was set up to do this

The BMF are required to keep a log of those clubs who have completed the training module.
Keith Raven, a committee member has completed this module on behalf of the club, has been tested on its content and a pass certificate has been issued by Hiscox (an addendum to this report). The course has to be taken and passed every year; our renewal date is 7th April 2027.
About Martyns Law
Martyn Hett was one of 22 people killed in the Manchester Arena bombing. Action was spearheaded by his mother who campaigned for mandatory security requirements to prevent similar tragedies.
It requires those responsible for certain types of public premises and events to consider the threat of terrorism, implement security measures to reduce the risk of harm and ensure staff are properly trained to respond effectively in the event of an attack.
Training is underway in retail, hospitality, entertainment, leisure, education, healthcare and religious settings. Community spaces and large-scale public events (such as Copdock) will also have to comply. The law applies to premises with a capacity of 200 or more so it is unlikely that CCMC will ever have to undertake risk assessment for an event. However, as stated earlier it is now a requirement that we understand Martyns Law and its implications as part of our insurance agreement with BMF.
Full enforcement is expected to begin in 2027.
